Twenty years of running the work

Dr. Doug Williamson is an executive PMO leader, author, and adjunct professor based in Fort Worth, Texas. Over more than twenty years he has built enterprise Project Management Offices from the ground up in higher education, financial services, and technology consulting — directing portfolios exceeding $95 million, leading teams of more than a hundred, and moving entire organizations from siloed operations to disciplined, project-centric delivery.

He holds a Doctor of Education in Education Leadership from Tarleton State University, where his dissertation examined technology use in higher education, and an MBA and BBA from Texas Wesleyan University, where he now teaches as adjunct faculty.

His career has an unusual shape for a speaker. He ran information systems for a hospital in the mid-nineties, managed special projects for a national bank, and spent six years as a vice president in mortgage servicing operations. At Vendor Resource Management he authored the proposal that won a $1 billion, five-year VA portfolio loan servicing and REO disposition contract against more than fifty larger bidders, then served as the onboarding program manager for the award — which the VA later extended for ten years.

At Mr. Cooper he ran the CHIP program, a system-of-record replacement spanning twelve projects, seventy-plus IT professionals, and integrations with more than fifty vendor systems, and improved cost-per-unit performance by 25%. Promoted into marketing program management, he delivered twenty-eight television commercials in roughly half the usual time and 20% under a $1.2 million budget.

At Tarrant County College — one of the twenty largest colleges in the United States, with nearly 100,000 annual enrollment across six campuses — he built both the Enterprise PMO and the IT PMO from scratch, got every team member PMP-certified, led the ERP evaluation and conversion, served as interim head of IT during an executive transition within five months of arriving, and ran the IT department's COVID-19 response program.

He is now Managing Director of PMO and Technology Enablement at Precision Task Group, where he built the Workday implementation PMO and has supported one of Workday's largest government implementations, a program valued at over $100 million. He is the author of Code Gray, on negotiation and conflict resolution in healthcare, and of a business communications textbook written for the age of artificial intelligence.
